Christopher Condeluci, Of Counsel, Venable, LLP
Christopher Condeluci served as the Tax & Benefits Counsel to the U.S. Senate Finance Committee where he played an integral role in the formation of the Healthcare Reform Bill (PPACA) from 2007-2010. He now serves Of Counsel at Venable LLP, a Washington, D.C. based law firm.

Christopher Condeluci focuses his practice on employee benefits and tax policy, with a specific emphasis on health care reform, retirement and compensation policy. As former Tax Counsel to the Senate Finance Committee, Chris actively participated in the health reform debate and he is one of the few senior staffers to join the private sector since the enactment of the Patient Protection and Affordable Care Act.

Through his experience on Capitol Hill and the development of this important legislation, Mr. Condeluci helps clients with compliance with the new health care law. He can also advise on shaping any future health care-related legislative initiatives that may affect his clients. Furthermore, Mr. Condeluci has significant technical experience in retirement planning, more specifically tax-qualified retirement plans and executive compensation arrangements.

Mr. Condeluci has written articles on the Exchanges created under the new health care reform law and the insurance standards that apply to plans sold inside and outside of the Exchange. He has also written articles on “private” health insurance exchanges, describing the features that make a private exchange attractive and explaining the legal issues associated with a private exchange utilizing a health reimbursement arrangement (HRA). Chris routinely gives given presentations on the Exchange issue and “private” exchanges, and Chris is often quoted by the press in news articles on matters relating to the new Exchanges and “private” exchanges, in addition to providing comments on a wide variety of health care, employee benefits and tax policy topics.
